Chris Hill supported the set-up and launch of Charter Recovery Housing throughout 2024 and was then appointed as Finance Director in 2025.
In 2006-2019 he was Head of Finance at Change Grow Live, a large national charity which provides treatment and support to over 57,000 vulnerable people in England and Wales daily who have faced hardships including abuse, homelessness and addiction. During his tenure, income grew from £27m to £210m, with around 3,800 staff and 1,200 volunteers delivering services on contracts with annual values up to £18m pa and county-wide in scale.
From 2020-2023 Chris was the Finance Director for Emerging Futures, a community interest company also engaged in providing homes for people affected by addiction. Whilst in post, the organisation grew its income from £3.4m to £11.5m with a corresponding increase in housing and operational activity, he developed the finance function including recruitment, implemented a new finance system, brought payroll in-house, reviewed systems and financial processes and implemented changes to improve information, control and governance including a bottom-up detailed quarterly re-forecasting process, and overseeing the detailed processes around housing benefit to optimise revenue. He also led the due diligence process to successfully apply for a £2.6m loan facility from Social & Sustainable Capital (SASC) to purchase 10 houses over a 24-month period. This required the set-up of a separate charity, so managing the group, legal and governance structures around that. All 10 houses were acquired on time and utilised the full loan facility.

In his spare time Chris enjoys running, cycling and riding his motorbike. He also spends time caring for his elderly parents, doing DIY projects and gardening.
